Passage 1
The World Trade Organization (WTO) is the only global international organization
dealing with the rules of trade between nations. At its heart are the WTO agreements,
negotiated and signed by the bulk of the world' s trading nations and ratified in their

The WTO was born out of negotiations, and everything the WTO does is the result

sudden changes of policy. In other words, the rules
have to be 'transparent' and predictable.
Giving them more time to adjust, there will be greater flexibility (灵活性) and
special privileges. Over three-quarters of WTO members are developing countries
and countries in transition to market economies. The WTO agreements give them
transition periods to adjust to the more unfamiliar and, perhaps, dificult WTO
provisions.

Headhunters or executive search firms specialize in finding the right person for the
